McDigital - what a central Department has learned from establishing a franchise model for digital delivery

The Department for Levelling Up, Housing and Communities is an early adopter of what Gartner calls a 'franchise model for digital delivery'. We started with a digital team that built everything itself. Now we equip different business areas to create their own products and services, while providing them with some common tools. We think this is the future - because digital is slowly reaching into every business area and it's unsustainable for one mega-team to manage all that.
